Rules and Regulations for Program Initiation, Review, Change, and Termination (cont'd)

(adopted by Board of Trustees of Drexel University, 7 May 1991)

IV. Guidelines for Program Termination

A. The Proposal

1. One or more faculty members of one or more academic units, or one or more academic administrators, or the Senate will write/sponsor a proposal for the closure of an academic program.

2. The SCAA shall receive a written proposal for program closure, responsive to the criteria given in Section VII, containing all of the pertinent information to permit a substantive review of the program.

The proposal shall have been evaluated by the faculty and the academic unit head responsible for operation of the program as well as the appropriate academic dean or deans together with the unit's curriculum committee or faculty.

Proposals and pertinent documents will be filed in the office of the Senate and be open to review.

B. The Preliminary Review (See Section IX)

C. The Formal review (See Section X)

D. The Report and Senate Action (See Section XI)

Courses of Action

1. The VPAA will render a final statement regarding closure of a program if both VPAA and the Senate concur that a program:

a. is considered not to be academically excellent and desirable, and/or;
b. is inconsistent with the University's goals, and/or;
c. is fiscally unsound.

A written statement of the reasons for approval or disapproval of the program closure will be supplied jointly by the VPAA and the SCAA.

2. In the instance of program closure, the University will adhere to the provisions of Drexel University's personnel policies in assuring due process to any faculty members directly affected by closure.

3. If the proposal is rejected with the provision that changes be made, further review will then be subject to the rules and regulations regarding program changes. However, if the changes are found unacceptable, the program will be terminated.
