Thomas J. Elzey

Thomas J. ElzeyThomas J. Elzey was appointed Senior Vice President, Treasurer, & Chief Financial Officer of Drexel University and MCP Hahnemann (now Drexel University College of Medicine) January 14, 2002. Before arriving at Drexel, Mr. Elzey served as the Senior Vice President and Chief Financial Officer-Treasurer for Howard University.  Chartered in 1867, Howard University is one of only 48 U.S. private, Doctoral/Research-Extensive universities, comprising 12 schools and colleges with 10,500 students. At Howard, Mr. Elzey oversaw all financial, treasury and auxiliary enterprise functions of the University and its hospital, as well as capital planning and projects implementation. During his six years at Howard, Mr. Elzey held the positions of Vice President for Business and Fiscal Affairs/Treasurer and Executive Vice President and Chief Operating Officer/CFO. With Mr. Elzey as Treasurer, Howard’s endowment grew 140 percent and the hospital eliminated $10 million in debt and repaid the University a $20 million loan. He also stabilized the University’s bond rating, eventually earning an upgrade from “negative” to “positive” from both Standard & Poor’s and Moody’s.

Mr. Elzey has also served as Deputy Executive Director for Finance for the Thrift Depositor Protection Oversight Board and the Resolution Trust Corporation in Washington, D.C.; Vice President at Perry Investments in Saratoga, Calif.; General Manager and Chief Executive Officer of the San Francisco Public Utilities Commission; first Deputy Budget Director and Budget Director in the Chicago Office of Budget Management; and Senior Policy/Program Analyst and Deputy Branch Chief/Senior Budget Examiner in the Commerce Division’s Office of Management and Budget (OMB) in the Executive Office of the President of the U.S. At the OMB, Mr. Elzey served as a representative on the White House Cabinet Council on Commerce and Trade Group for Minority Business Development and Small Business Policy.

Mr. Elzey earned his B.S. in economics from Bradley University and an M.S. in Public Management and Policy from Carnegie Mellon University. He held Series 7 and 63 securities licenses. Mr. Elzey and his wife Monedia, a PhD candidate at Drexel’s School of Nursing, have two daughters, Briana, a member of Drexel College of Law’s inaugural class, and Tommi, a Drexel University Junior in the LeBow College of Business Administration.
