By-Laws
Ratified on October 24, 2000

PREAMBLE
We, the students of Drexel University, College of Nursing and Health Professions, in order to:

· responsibly exercise our right to exercise a viable student government
· promote activities which benefit and affect the largest portion of the student body
· effectively provide representation for the collective interests of students
· actively promote awareness of student responsibility
· vigilantly secure the active and social rights of the students
· foster school pride and promote a positive University reputation

Do establish these bylaws for Drexel University, College of Nursing and Health Professions Student Government

Article I - TITLE The name of this organization shall be Drexel University, College of Nursing and Health Professions Student Government; here after referred to as the "senate".

Article II - PURPOSE

Section 1. The Senate shall promote and represent the rights, concerns, and interests, in affairs involving student-faculty and student-administration relations.

Section 2. The Senate shall organize various student activities and support student organizations.

Section 3. The Senate shall serve as the official representative of the student body in relations with local, national, and international student government organizations. The Senate shall also actively promote the University through community activities.

Section 4. The Senate shall take action it deems necessary to support the philosophy and help achieve the objectives of the University.

Article III - Membership

Section 1. The Student Body - All students enrolled in any program in the College of Nursing and Health Professions who have paid their activitiy fees are members of the student body. All members of the student body shall have the right to petition the Senate through their representatives. All members of the student body shall have the privilege of attending all regularly scheduled meetings of the Senate.

Section 2. The Senate. The Senate shall be comprised of the Executive officers, the editor-in chief of the annual yearbook (or his/her designate), the elected representatives from each program and students elected as representatives to various committees. Senate meetings are open to all students, however, non-members cannot vote. Each student member is permitted only one vote regardless of level of involvement.

Section 3. Ex-Officio Advisors. The Associate Deans or designee(s) of the College of Nursing and Health Professions, and a delegate of the Office University of Student Life shall be ex-officio members of the Senate and, as such, may enter into discussion of all matters before the Senate, advise and act as reflectors of administrative/faculty opinion, but may not vote.

Article IV - ELECTION OF MEMBERS AND OFFICERS

Section 1. Representatives. Each program should consist of at least one representative from each of its classes to sit on the Senate unless the total number of students in the program is less than twenty; in which case that program shall be entitled to elect only one representative to sit on the Senate. The election shall be conducted by the second meeting of the Senate in the fall. Representative Nomination Forms will be made available at Orientation and during the first week of classes.

Throughout the year, as the occasion arises, the Senate shall select students to be representatives to the standing committees of the University and of the Senate. Any member of the student body shall be eligible to represent the Senate on such a committee. A student, with the exception of Executive officers, may not serve on more than two committees during a semester.

Students elected to serve as committee representatives do so with the explicit understanding that they are to function as active members of the Senate, and shall report on the meetings of said committees.

The editor-in-chief of the annual yearbook will be confirmed by a majority vote of the Senate by the second Senate meeting of the fall semester or as soon as possible.

Section 2. Student Officers. By the last scheduled Senate meeting in the month of March, the Nominating Committee shall present to the senate a list of nominees. The Senate shall then decide on a date for a general election of the student body. This election is to take place before the last Senate meeting. Advertisement of the election and the familiarization of the student body with the nominees shall be carried out by the Nominating Committee.

Section 3. Nominating Committee. By the last scheduled meeting of the month of February of the academic year, the Executive Officers shall select a Nominating Committee to coordinate the election of officers for the coming academic year. No one who is running for a position on the Executive Board shall participate in any part of the election process. The search for nominees shall be advertised among all students by distributing Nomination Forms. The Nominating Committee will structure voting in a manner which provides the opportunity for all members of the student body to vote by secret ballot.

Section 4. In the event that any member of the Senate shall become unable, unwilling, or ineligible, except in the case of academic probation (see below), to represent his/her class as a representative or to serve on a committee; the program director shall submit another person to serve in that capacity within two weeks. If more than one person volunteers, a vote will be conducted by the Senate. Individuals can be denied membership to the Senate based on a poor judicial record.

In the event that a person becomes unable, unwilling, or ineligible to serve as an Executive Officer of the Senate or the editor-in-chief of the annual yearbook, his/her successor to such a vacated office shall be selected by a majority vote of the Senate within two weeks. Those who ran for the vacated office will be notified as candidates for renomination.

Section 5. Academic Probation. Any member of the Senate who is placed on academic probation shall declare himself/herself ineligible to represent his/her class in any elected position or as an officer of the student body until such designation or probation is removed. It is expected that any member in this difficulty will designate an alternate to serve during this time.

Article V - Duties

Section 1. Designation. The Executive Board shall consist of six (6) members, who will be responsible for presiding over the Senate and all other duties herein provided. The Executive Board will represent all levels of the College, including undergraduate and graduate Nursing and Health Professions students.

Section 2. Executive Board Administrative Duties:

1. members will call and preside over all meetings of the Senate and Executive Committee
2. representing the student body on all occasions
3. having the power to formulate new committees and appoint chairperson and members
4. serving as the liaisons among the faculty, administration, and the student body
5. members shall call and preside at all meetings of the student body
6. Representing the membership of the student body to all agencies on or off campus
7. members may serve as the student body representative to the Academic Affairs Council
8. members may coordinate all areas where student representation is appropriate, and he/she shall secure nominations to committee positions
9. coordinating all areas where student representation is appropriate, and securing nominations to committee positions
10. serving as ex-officio members of all standing committees of the Senate, and coordinate reports given by committee representatives

Section 3. Monetary Duties

1. recording and requesting all monies from the Student Activities Fund if and when authorized by the Senate
2. submitting in writing a monthly financial report of the Senate
3. maintaining accurate records of all financial transactions of the Senate
4. preparing a budget, in consort with the Executive Committee
5. dealing with all matters concerning the Undergraduate Travel Committee

Section 4. Filing and Record Keeping Duties

1. maintaining a record of the minutes of the Senate
2. maintaining a file of all measures passed by the Senate
3. maintaining attendance records for all Senate meetings
4. updating a revised copy of the Senate Bylaws, reflecting all changes by the Senate. Said copy shall be brought to all meetings
5. announcing role calls at all Senate meetings
6. preparing and distributing copies of the Student Senate meeting minutes within one week of each meeting to voting Senate Members, ex-officio advisor(s) to the Senate, Senate committee members, program directors (for posting purposes) and the Archives
7. maintaining and keeping up to date the student body bulletin board with announcements of the next Senate meeting and pertinent information.
8. preparing all written announcements of the Senate
9. serving on the Nominating Committee, if not running for office

***NOTE: The Executive Board will divide the following duties amongst one another accordingly. All members will receive a $500 stipend upon completion of their term.

Section 7. Representatives. All members of the Senate are charged with the duty of reflecting the requests/concerns of their various classes regarding all matters pertinent to and properly before the Senate, serving on such committees and assuming such responsibilities as the president may direct. Representatives must also report activities of the Senate to their respective classes and make copies of the minutes readily available. They are further charged with the conduct of the affairs of their respective classes in a manner deemed appropriate by these classes

Section 8. Editor-in Chief. The editor-in-chief of the annual yearbook is charged with the responsibility for the overall production of the annual yearbook under the advisement of the Director of Student Activities. He/She will recruit and manage staff members and set up and advertise meetings

Article VI – MEETINGS

Section 1. Time. Regular meetings of the Senate shall be held at least once a month of the academic year; however, business meetings may be called at more frequent intervals, without a specific purpose, if the date for such meeting is approved by the Senate at the last convened meeting. At least four (4) members of the Executive Board must be present to hold a Senate Meeting, however officers should make every effort to attend every meeting.

Section 2. Special Meetings. Special meetings of the Senate may be called at any time, provided, however, that ten (10) days notice shall be given to each member of the Senate and faculty advisor(s). Such notice is to be mailed to the members’ addresses registered in the office of the School and shall state the purpose of the call.

Section 3. Quorum. A quorum shall be those in attendance at a selected meeting. Approval of any matter, resolution or other business properly before the Senate shall be a majority of those present, with the number present being at least 10, unless otherwise specifically provided in these bylaws.

Section 4. Open Meetings. All regularly scheduled meetings of the Senate shall be open to any member of the student body or faculty of the College of Nursing and Health Professions and any such person may be recognized by the Executive Board and allowed to enter into a discussion after recognition.

Section 5. Other Organizations. The Executive Board may invite officers of any other organization of the Schools to attend any meeting and may recognize such person or persons, allowing them to enter into discussion and give advice.

Section 6. Attendance. It is understood that all members of the Senate will make every effort to attend all scheduled meetings. It is also recognized that students in the College of Nursing and Health Professions do not have the same schedules. Every effort will be made to accommodate individual schedules, however more frequent meetings may be called to provide students with opportunity to attend. In the event that a Senate member is unable to attend, he/she shall make every effort to obtain a substitute and inform an Executive officer of the name of this substitute before the scheduled meeting is called to order.

Failure to attend or to send a substitute to (4) scheduled Senate meetings shall be grounds for he member to be declared ineligible. Exceptions may be made provided the individual has a valid scheduling conflict or valid reason for their absence.

Article VII – COMMITTEES

Section 1. Executive Committee. There shall be a regularly constituted Executive Committee comprised of the officers of the student body. The Associate Dean(s) or Designee(s) of the College of Nursing and Health Professions and a delegate of the Office University Student Life are invited to attend. The Executive Committee may conduct any necessary and proper business of the Senate between meetings. A report of any and all transactions shall be made at the next meeting and if any portion of any transaction shall be specifically disapproved by the Senate, the Executive Committee shall rescind such transaction as it is practical.

Section 2. Budget Committee. The Executive Committee shall serve as a budget committee that shall prepare and present a budget to the Senate for approval at the appropriate meeting during the Senate year.

Section 3. Student Organization Funding
a) The organization must be considered a registered and recognized student organization as per University Student Life guidelines.
b) A proper request for funds must be submitted.
c) Any group that requests funding must show fundraising activity.
d) A member of the organization must make every effort to be a regular attendee and report at all Senate Meetings.

Section 4. Travel Committee.
1.) Travel Committee
a) This shall be chaired by the Travel Committee Officer.
b) A certain amount of money, not less than $10,000, will be appropriated to this committee. This money may not be used for other events aside of graduate travel. If money is remaining at the completion of the year, it will be returned to the General Funds.
c) The Travel Committee Officer may alter travel requirements for each semester if it deems necessary.
d) The beginning of the travel year begins in the summer
e) At least three persons must sign off on a travel request; the TC officer, and two members of the Executive Board
f) Only students who have paid their activity fee are eligible for travel funds.
g) Amounts given are not subject to the full approval of the full Senate.

Section 5. Standing Committee. The Executive Board may appoint standing committees as they feel is desirable to properly conduct the business of the Senate. Such committees shall be approved by the Senate.

Section 6. Nominating Committee. See Article V, Section 3.

Article VIII - AFFILIATIONS

The Senate may affiliate as it sees fit with any local, national, or international organization, provided that such affiliations shall be administered through the Senate and no independent officers or representatives of such affiliates shall purport to represent Drexel University students as a whole or as a student body. Representatives of the student body as a whole, attending such meetings and conventions as a local, national, or international affiliate shall be appointed by and receive their credentials from the Senate and no other group of students.

Article IX - PARLIAMENTARY AUTHORITY

The rules contained in Robert’s Rules of Order Revised shall be the parliamentary authority of this organization in all matters to which they are applicable and in which they are not inconsistent with these bylaws. These Rules shall be kept on file in the Senate office and outlined at the first Senate meeting of the fall semester.

Article X - RESOLUTIONS; AMENDMENTS; ADOPTION; AND AVAILABILITY

Section 1. Resolutions. These bylaws are basic for the organization and conduct of the regular business of the Senate. Any actions or procedures not specifically empowered by these bylaws may be activated by a Resolution of the Senate at any meeting by a majority vote, provided that no such action in conflict with any provisions of these bylaws.

Section 2. Amendments. In the event amendments to these bylaws shall become necessary for the adequate functioning of the Senate, such amendments shall be proposed and ratified in the following manner:
A proposal to amend an article and/or section may be advanced in writing at any meeting of the Senate. Discussion of the proposal shall take place. If the Senate approves such proposal by a two-thirds (2/3) vote of the Senate membership eligible to vote, such proposal shall become a part of these bylaws with equal force to all other provisions. A vote may not be taken on the same day an amendment is proposed.

Section 3. Adoption. These bylaws shall be deemed in effect when they have been approved by a majority vote of the Senate at the start of each academic year. The Original copies of these bylaws shall be signed by the student body officers, the dean(s) and the associate dean(s) of the College of Nursing and Health Professions. One copy of the original shall be filed in the Office(s) of the dean(s) and one with the permanent record of the Senate.

Section 4. Availability. A copy of these bylaws, as adopted, shall be made available to any student who makes such a request of one of his/her class representatives, to each first year student within one month of starting classes, and to each member of the Senate upon his/her assumption of office.
