POLICY: HOLIDAY
POLICY NUMBER: HR-30

PURPOSE:
This policy was established to recognize certain days of importance as
holidays and pays eligible employees for time off on these days.
I. POLICY:
Generally, the University observes eight (8) paid holidays and grants three (3)
floating personal holiday each year.
II. DEFINITIONS:
Holiday is a business/work day that is recognized as an observed legal holiday
for which employees receive time off with pay.
Floating Personal Holiday is a business/work day that an employee selects to
receive time off with pay.
III. ELIGIBILITY:
Holidays are granted to eligible employees who are not affiliated with a
bargaining unit to include:
A. Active, full time faculty, administrative, professional, support, and research
staff;
B. Active, full-time non-faculty employees are eligible for paid holidays that
occur during their term of appointment;
C. Active University lecturer, lecturer, visiting (full, associate, assistant
professor), and adjunct faculty; research and instructor post-doctoral staff;
academic and research fellows. (Note: Full-time status for faculty is
determined by the Provost’s Office.)
IV. GUIDELINES:
A. The following days are observed as DUCOM holidays:

B. Support, professional, and administrative staff qualify for three (3) floating
personal holidays each fiscal year. Requests for personal holiday leave
must be made in advance and are granted at the discretion and approval
of the supervisor/manager. Floating holidays cannot be carried over to the
next fiscal year.
Note: Employees hired during the last quarter of the current fiscal year (April
1 through June 30) will be granted a Floating Personal Holiday at the start of
the next fiscal year (July 1).

C. The hours of a holiday begin at 12:00 a.m. on the day observed and end at
11:59 p.m. that day.
D. Holidays falling on a Saturday will be observed on the previous Friday.
Holidays falling on a Sunday will be observed on the following Monday.
E. Absence from work in observance of any local, state, federal, or religious
holidays not listed, requires approval by the employee's department head and
will be first charged to accrued vacation without loss of pay or will be taken as
time off without pay.
F. Employment appointments will not become effective on holidays.
G. Regular full-time staff are paid at their regular daily rate for time not worked on
the observed holiday.
H. If an observed holiday falls on a regular part-time employees’ scheduled day
to work, they will be paid their regular daily rate for time not worked on the
observed holiday.
I. If an
employee is scheduled to work on a holiday and calls in sick, the employee
can be paid for that day using their available sick time.
J. If a holiday occurs during an employee's scheduled vacation, it will be charged
as holiday pay with the remainder of the time being charged to the vacation
accrual.
K. Employees on unpaid leave of absences are not entitled to holiday pay.
L. Non-exempt (hourly) staff who are required to work on a holiday recognized
by the University will be paid straight time for that day plus 2.0 times their
straight-time rate for any hours worked, whether or not any of the hours
worked that day is in excess of the number of hours an employee usually
works.
M. Employees who terminate employment from the University will not receive
holiday pay unless they work the day after the holiday.
